A Mission, Texas, man was arrested Thursday after he was caught on video dragging his dog behind his motorized scooter..
Melissa Torrez was driving through her neighborhood Wednesday evening when she saw Mario Edwardo Cardona, 59, dragging his German Shepherd behind him down a sidewalk, according to a report by Dallas News.
She followed him down the road while shouting at him, and asking him what he was doing. Cardona replied saying that it was his dog, and that he had the right to do whatever he wanted with it. She captured the whole thing on video.

“I’m out of my car yelling at him, asking him: ‘What are you doing? What’s wrong with you?’ And he just keeps going, telling me to mind my own business — it’s his dog, he can do whatever he wants.”
Torrez threatened to call the police on him for abusing the dog, but he apparently didn’t seem to care, and simply told her to, “Call them. It’s my dog.”
The video shows that Cardona had his German Shepherd on a leash that was tied to the back of his motorized scooter. The dog is clearly seen in the video being choked as Cardona makes his way down the sidewalk.
Torrez was not the only resident in Mission to report the incident. Police said they responded so quickly because they received multiple calls from residents in the neighborhood, as reported by Valley Central.
According to Lt. Jody Tittle of the Mission Police Department, the man dragged his dog for about two blocks.
Cardona was arrested about 15 hours after the complaint. The dog was placed in the care of Mission’s animal control.
The man’s criminal record in Hidalgo county dates back to 1993. The charge included aggravated assault, arson and driving while intoxicated.
Cardona was charged with cruelty to non-livestock animals. His bail is set at $10,000.
