An unspeakably cruel pet owner in Russia allegedly forced their dog to suffer a slow, brutal death after they tossed the helpless animal outside in the freezing cold and poured water on the dog, leaving it frozen stuck to the floor of an outdoor kennel.

The New York Post reports that neighbors found the 1-year-old female dog frozen and shivering but barely able to move outside the owner’s home in Yakutsk, Russia, which is reportedly the coldest city on earth.

A witness took heartbreaking video footage of the helpless dog before activist rescuers came to her aid — but then it was too late. According to the Siberian Times, the dog had suffered hypothermia in significantly below-freezing temperatures and had to be euthanized.

“The eyes, I will never forget them. Did you ever see a man who wanted to live but who was already dying?,” one of the rescue volunteers told the newspaper.

‘The dog had exactly the same eyes, understanding everything, just unable to explain.”

Another volunteer told the Siberian Times that the cruel dog owner, who has not been identified, has children in the home.

“Today he lets his dog die next to his house, and tomorrow the same may happen to his children,” the volunteer reportedly said.

The Russian newspaper reports that Moscow MP Sergey Boyarsky has called for the prosecution of the dog owner.
