Texas drivers who cause seriously bodily injury or kill a pedestrian are required to have their blood screened for drugs or alcohol, thanks to a law passed by the state legislature in the wake of the death of Denison teacher Katie Palmer. Palmer and her husband John were struck from behind by a driver in April 2020. John’s back was broken, and Katie was killed — but the driver was never given a blood test and never held accountable.
