Suspect claims he might’ve ‘accidentally’ raped developmentally disabled victim: Police

An Arkansas man accused of raping a disabled woman allegedly told police that his penis might’ve “accidentally” penetrated the victim.

According to KAIT, the victim said she and Louie Carl James Rogers, 72, were at Rogers’ home on November 5 when he began touching her after she showered. Court documents stated that, at one point, Rogers instructed the woman to remove her pants.

Authorities described the woman as being “mentally handicapped” and alleged that she obliged to the 72-year-old’s demands because she was “scared of” him. The woman claimed she repeatedly told Rogers to stop before he raped her and walked around in the nude for “several minutes,” the news station reported.

The victim reported the incident to police later the same day. Rogers allegedly denied the allegations, telling officers that he was unable to have sex.

An affidavit acquired by KAIT indicted that Rogers changed his story after police informed that the woman had undergone a sexual assault examination where bodily fluids were collected. Police said he gave consent for his DNA to be taken but, minutes later, told the police chief that he kissed the victim and “rubbed his penis around her vagina and might have accidentally put it inside her.”

The 72-year-old was charged with rape and is being held at Stone County Detention Center on $75,000 bond.
