Police said Millard’s phone was found about four blocks from his hotel and his debit card had been used.

Millard is described as 5 feet 9 inches tall and about 180 pounds. He was last seen wearing a green ball cap, black shirt, and blue jeans, according to the Baton Rouge Police Department.
