Florida Child Services Worker Arrested for Throwing 11-Year-Old Foster Child Onto Couch

A Florida child services worker has been charged with child abuse after he was caught on video slamming an 11-year-old foster child onto a couch.

The girl was hurt, police said, but not serious enough for hospitalization.

Cordell Baugh-Samuels, 41, works as a “family care manager” for Kids Central, a contract agency for the Florida Department of Children and Families, according to WOFL. The girl was on a “night to night placement,” according to court documents.

Another DCF said she asked Baugh-Samuels to look after the girl while she stepped away to the restroom. While she was gone, the girl reportedly asked Baugh-Samuels to speak with her assigned case manager, an affidavit says. Baugh-Samuels denied the request, picked her up “aggressively,” picked her up by the armpits, and threw her on the couch, surveillance video in the room shows.

Baugh-Samuels then left the room, leaving the girl crying on the couch and hitting her head against the wall before he returned to the room in an “intimidating manner” and appeared to yell at her.

“The victim instantly balled up, lifted her arms, and tucked her face down, indicative of trying to shield herself in fear,” the affidavit said.

Investigators found two bruises on her arm, indicating she was grabbed “with a great deal of force,” WKMG reported.

When the DCF worker returned to the room, she said she heard Baugh-Samuels tell her, “You’re not going to pull that s***.”

Baugh-Samuels told police the girl asked to see another worker, and he told her no. He said he stopped her from leaving the room then “guided” the girl to the couch. When police asked if he was aware there was a video camera in the room, he said he was not.

Baugh-Samuels was released on a $2,000 bond and is due in court again on June 17.
